The Asgard High Council is the governing body for the Asgard race. It is composed of an unknown number of at least 7 Asgard including Freyr, Thor, and Penegal. The Asgard High Council makes decisions that will affect the whole race. (SG1: "Red Sky", "Fail Safe")
The council convened in Gladsheim, the Great Hall which was located on Othala. (RPG: "Friends and Foes: Stargate Season Two")
