The Asgard High Council was the governing body for the Asgard race. It was composed of at least seven Asgard including the Chief Archon, Freyr, Thor, and Penegal. They each wear a distinguishing necklace which consists of an Asgard stone set in a gold holder, at least during meetings. The Asgard High Council makes decisions that will affect the whole race.
