The Asgard High Council was the governing body for the Asgard race. It was composed of at least seven Asgard including the Chief Archon, Freyr, Thor, Penegal, Assir and two others. They each wear a distinguishing necklace which consists of an Asgard stone set in a gold holder, at least during meetings. The Asgard High Council makes decisions that will affect the whole race. The council convened in Gladsheim, the Great Hall which was located on Othala. (RPG: "Friends and Foes: Stargate Season Two")

After the Asgard's final attempt to repair the degradation caused by generations of cloning infected the race with a degenerative disease, the High Council decided to commit mass suicide rather than suffer to death and allow Asgard technology to fall into the wrong hands. It was eventually proposed that the Asgard impart all of their knowledge and technology to the Tau'ri to inherit the Asgard's legacy, but the High Council was divided. In response, Thor assigned Asgard engineer Hermiod, assigned to the Daedalus for over a year, to study how the Tau'ri react under immediate threat and report back to the High Council to help settle the issue. After accompanying Lt. Colonel John Sheppard's team on a dangerous mission, Hermiod reports to the High Council that the Tau'ri will use their technology in war and in peace to protect others as the Asgard have done. With Hermiod concurring that the Tau'ri are the Fifth Race and the Asgard's rightful inheritors, the plan is put into action. By the time of Hermiod's report, Penegal and two unnamed councilors have degraded too badly from the disease to take part leaving only Thor, Freyr, the Chief Archon and Assir to vote. When the Asgard computer core is finished, the High Council summons the Odyssey to Orilla to install the upgrades. Upon the Odyssey's arrival, Thor tells the crew the High Council will meet with them to further explain while other Asgard being installing the upgrades to the Odyssey. The Asgard High Council dies with the rest of the Asgard when Orilla is destroyed in an act of mass suicide. (SG1: "Unending")
