Dave Sheppard was John Sheppard's estranged brother. He worked with his father in his organisation and presumably took charge after he died from a heart attack.
John hadn't seen him since he joined the Atlantis Expedition, but met again on their father's wake. Dave originally thought that John was here to challenge the will. Dave informed John that ever since he argued with his father to join the Air Force, he regretted it. Eventually the brothers reconciled and agreed to talk. (ATL: "Outcast")
