Henry Hayes, President of the USA on Earth, elected in the year 2004. His original Vice President was Robert Kinsey, although he forced Kinsey to resign soon after he was appointed and evidently went rogue (He also implies that he would have done worse to him if he didn't resign, as he mentions that he has "enough evidence as to have [Kinsey] shot"). He's made some remarkable changes to the Stargate Program, from putting Jack O'Neill in charge of SGC and also selecting Doctor Elizabeth Weir as leader of the Atlantis Expedition. He was instrumental in the defense against Anubis' attack on Earth in 2004 by ordering the Prometheus into battle and also by trying to bluff Anubis when he appeared as a hologram demanding Earth's surrender. Hayes apparently knew General George Hammond in the 1960s, when they both were Lieutenants in the United States Air Force.
[edit] Alternate timeline
In an alternate timeline, Hayes was still president. When the second Stargate was found, Hayes ordered it dug up. However a Goa'uld fleet attacked Earth at the same time, negotations between the humans and the Goa'uld leader Ba'al turned sour as Qetesh killed him, after which ordered an attack on Earth. It is unknown what happened to Hayes and Major General George Hammond, as Washington D.C. was bombarded, but they were in an underground bunker. (Stargate: Continuum)
