It is unclear why the Ancients would want to build a device for destroying Stargates. It is more likely that the device was created for a different purpose, and it was Anubis who found a way of using it to destroy Earth's gate.

A Stargate destroyer is a device used by the Ancients to destroy a Stargate from another planet.

Overview

The shield preventing Teal'c and Master Bra'tac from entering the weapon.

The device sent a stream of energy through an outgoing wormhole, causing it to be stored in the receiving gate's capacitors. When the energy built up to a certain point, the receiving gate exploded with a force of two to three thousand megatons, enough to wipe out all life on a planet the size of Earth.

The device itself was a large structure, located on a planet, which contained a ring of smaller obelisks with a central structure firing the energy beam into the Stargate. In between the obelisks was a forcefield preventing entry through the open areas, however, there was an unshielded doorway allowing individuals to pass through unimpeded.

The doorway through which Anubis's Jaffa entered and exited the device.

Anubis managed to locate one such device, and used it in an attempt to destroy the Tau'ri. Earth was powerless to stop it being used as a weapon. They were unable to shut down the Stargate as the thirty-eight minute window did not apply due to the massive quantities of energy being channeled into the gate to keep it open. Further attempts to redirect the energy back at its source, with an Electromagnetic Pulse Generator, failed as well.

Anubis's plan succeeded in destroying the Earth Beta Gate which exploded in orbit of Earth after Jack O'Neill was able to carry it away from Earth in the X-302. Worse for Anubis, Rya'c, piloting a stolen death glider, was able to destroy the device. (SG1: "Redemption, Part 1", "Redemption, Part 2")

It is still unclear why the Ancients would want to build a device for destroying Stargates. It is more likely that the device was created for a different purpose, and it was Anubis who found a way of using it to destroy Earth's gate.
