The Tollan government was governed by a panel of high-ranking Tollan officials, the Curia. However, this Curia has limited power. For example, it cannot make a contract with the Goa'uld. Many of the members believe strongly in their policy of isolation, sometimes even bordering on xenophobia. Even trade with other species is out of the question. All sessions of the Curia are, in theory, recorded and available publicly. Concealing such records, or tampering with them, is a crime of such magnitude that murder apparently pales in comparison. The High Chancellor is the head of the Curia and apparently the head of the Tollan government. The only one seen was High Chancellor Travell. Also, an official protest of Tollan policy is filed with every level of every branch of the government.

CuriaEdit

The Curia is a democratically elected group of officials, governing the Tollan people. The Curia can make vital decisions for the future of their people but they hold little power. For example, they don't have the power to enter into a contract with the Goa'uld. The transcripts of all the meetings of the Curia are recorded in a publicly accessible place, so all Tollans can read their discussions. Up until the destruction of the Tollan people by the Goa'uld, the leader of the Curia was High Chancellor Travell. (SG1: "Between Two Fires")

A Chancellor is the title of various official positions in the governments of many nations such as a person with duties related to justice.

A High Chancellor is someone the chancellors must report to, similar to a judge of a high court. This is not to be confused with a High Counselor who is involved more with national government than justice.

Only one High Chancellor is known to have been encountered by Stargate Command personnel, High Chancellor Travell. (SG1: "Pretense", "Between Two Fires")

An Archon is a person (or persons) chosen to represent and defend the Seeker. Similar to a defense attorney on Earth.

Colonel Jack O'Neill and Dr. Daniel Jackson were chosen by Skaara, while Lord Zipacna was chosen by Klorel. (SG1: "Pretense")

SeekerEdit

A Seeker is the person who is being defended in Triad. Similar to a defendant on Earth.

After Skaara/Klorel crashed into the planet shortly after being shot down by Heru'ur, the host pleaded for help to some local Tollans. The Tollan then began a triad. (SG1: "Pretense")

Triad is where the Seeker is represented by 3 different parties. Typically, a Triad (similar to a trial) would have a prosecution, a defense & a neutral party (Archons) to plead the case of the 'Seeker'.

In the case of Skaara vs. Klorel, a Triad was chosen to determine which sentient mind should keep the body, therefore no prosecution was needed, only 3 Archons (2 defense parties and 1 neutral party) were chosen.

More than 1 Archon can be chosen to represent the Seeker, however their votes count as 1. (SG1: "Pretense")
